The Vulkan patches have been upstreamed and are available in Wine 3.4 and later.
The dev said he may or may not put some experimental work on this branch so I'm not deleting this package just yet, but usually you should install wine or wine-git instead of this package.
Note that for Vulkan to work in wine you still need to do the steps 3 and following from the readme for each wine prefix you want to use Vulkan in. https://github.com/roderickc/wine-vulkan/blob/master/README.md
Also note that currently variables like VK_ICD_FILENAMES will NOT work with wine-vulkan.
