pkg-config is a required build time dependency. Otherwise one gets

checking for nspr.h... no configure: error: missing required NSPR / NSS header

This doesn't build at the moment for me.

configure: error: --with-cap given, but libcap not found
==> ERROR: A failure occurred in build().
Aborting...
==> ERROR: Makepkg was unable to build rpm-org.

I have NSS (3.29.1-1) and NSPR (4.13.1-1) installed.

Notice that it was linked against librpm.so.3 instead of librpm.so.7
