OK, I know this is really late, but I finally had a need for rqt and ended up solving this issue. RQT caches the plugin db, so you need to install the bag plugin packages, then delete the cache:

$ rm ~/.config/

Also make sure you've run a, since that populates the PYTHONPATH env var to include the ros python modules.

You should ask on one of the ROS help forums. I don't use rqt myself, so I can't really help here.

When I run rqt_bag, I get:

qt_gui_main() found no plugin matching "rqt_bag.bag.Bag"

Also when running rqt, I do not see the bag plugin.
(Same applies for:
rqt_plot and
