I think this package is missing cython as a dependency. pyprinttags3 fails with this error:

With cython installed it works:

usage: pyprinttags3 [-h] [-b] file [file ...]
pyprinttags3: error: the following arguments are required: file

The 1.0.2 release tarball on PyPi does not contain the README.md needed by setup.py, the tarball from github however contains it.
