This did not fix it for me, maybe because I'm using pulseaudio-modules-bt-git

But following did:

sudo groupadd pulse-users

sudo chown -R root:pulse-users /usr/bin/pulseaudio

sudo usermod -a -G pulse-users $USER

sudo chmod 650 /usr/bin/pulseaudio

and reboot

This indeed works really nicely! Lifesaver, even. I don't understand why doesn't GNOME take fix their default behavior.
