Seems to be broken with php 8:
and this function is removed since php 8: https://www.php.net/manual/en/function.get-magic-quotes-gpc.php
any news upstream?

@akshay.v sorry piwigo is not desktop application, it is a webapp, so you have to configure a web server to access this app, there is an example for apache but you are free to use any web server you like

How do I setup piwigo? I installed on my system but cannot find any way to run on command line or application menu.

No it's the same with both http and https. No idea why they'd be blocking my IP range.
https://piwigo.org itself is 403ing for me.

and it worked with the http link ? I can rollback the https to http if you need it
maybe the remote server is configured to not allow your ip range on https
