I just commented out the line in the error for DEVNULL. Seems to work.

Not work, install but does not open.

This is still not launching even after installing all dependencies mentioned in these comments.

I can also confirm that the mentioned packages are required.
Without them the tool doesn't start. Please add them to the PKGBUILD.

python2-configobj is a dependency too. Without this, mate-tweak does not start.

Please add python2-gobject to the Dependencies.
In my case installing that also pulled in:
gobject-introspection-runtime
pygobject-devel

Try the ubuntu-mate live image and copy the layouts from /usr/share/mate-panel/layouts ;)
