This is completely intentional, since PKGBUILDs are packaging scripts rather than installation scripts. In other words, rather than installing libticonv onto your system, this PKGBUILD is used with makepkg to produce a package - an archive that contains all of the files that comprise the built software (in this case libraries and some development files) and can then be used to install the software with the system’s package manager – pacman on Arch Linux. So, after running makepkg you should get a file that is named something like libticonv-1.1.5-1-x86_64.pkg.tar.xz, and to install it you must run pacman -U libticonv-1.1.5-1-x86_64.pkg.tar.xz in a terminal (as root). Shouldn't this: make install DESTDIR="${pkgdir}" just be following: make install

On my system, the required C header files and libraries were installed into a temporary dir and deleted shortly afterwards using the default PKGBUILD. Without the DESTDIR flag, everything is installed into /usr/include and /usr/lib, like it should.
