I have no problem building/installing but then I am getting the following when running hp-toolbox:

This seems to be a problem building hplip with python 3.8.

Seems also to be the case with the up to date hplip 3.19.12:

The solution is to add

  CFLAGS+=" $(python-config --includes)"
  export CFLAGS

to the PKGBUILD.

I have added this.
