Besides what was mentioned by quequotion bellow, I also had to append "-fPIC" to CXXFLAGS in order to get a successful build.

There's a workaround!
Append "-fno-delete-null-pointer-checks -std=gnu++98" to CXXFLAGS.

More redhat bugs:

The problem seems to be upstream, but it is unclear if or when festival will be updated.

Thanks for the suggestion! I added the Pulseaudio patch with some modifications, but did not test it extensively - so use at your own risk.

This package appears to both conflict and provide "festival-english". Please add these entries to the PKGBUILD.
